The 2010 BIMP-EAGA Strategic Planning Meeting (SPM) was held on 23 - 25 November 2009 at the Le Meridien Hotel, Kota Kinabalu, Sabah, Malaysia. The meeting was attended by the Senior Officials, chairs of the clusters and working groups, heads and staff of the National Secretariats, representatives of the BIMP-EAGA Business Council (BEBC) and other private sector, as well as the staff of the BIMP-EAGA Facilitation Center (BIMP-EAGA FC). Representatives from the Asian Development Bank (ADB) and the German Technical Cooperation Agency (GTZ) also attended the meeting.
The opening session on 23 November 2009 was chaired by the BIMP-EAGA Standing Chairman and the subsequent plenary session was facilitated by the head of the BIMP-EAGA FC. In his statement, the Standing Chair affirmed emphasis given by the leaders at the 6th Summit to the realization of the long term vision to establish BIMP-EAGA as a food basket and a premiere ecotourism destination. The Standing Chair highlighted the leaders directive to strengthen cooperation in agriculture and fisheries, tourism, trade facilitation, and in energy interconnection. With the clear mandate from the leaders, the Standing Chair stressed the importance of the SPM in identifying activities and projects that are aligned with and support BIMP-EAGA long-term goals and vision. To facilitate implementation of priority projects, the Standing Chair encouraged the clusters and working groups to adopt the pathfinder approach, which enables any two countries to initiate and/or implement subregional projects.
The Standing Chair also reported on the outcomes of the Senior Officials Retreat held on 22 November 2009. Among others, the Senior Officials (SOs) noted the uneven progress/performance of the clusters in the implementation of identified priority projects.
The Standing Chair encouraged the clusters to strive to enhance their effectiveness and efficiency in project implementation. Projects that are no longer viable should be dropped from the list of priorities and new projects that contribute to realizing the EAGA vision should be identified and pursued. ADB and GTZ proposed some options for improving project implementation, but the SOs agreed to conduct more consultations with the clusters and working groups before deciding which option to adopt. The SOs urged the clusters and working groups to take advantage of the SPM to pinpoint, discuss, and find solutions to project implementation issues.
The Standing Chair also highlighted the importance of the Heart of Borneo (HoB) and the Coral Triangle Initiative (CTI) to the sustainable development of BIMP-EAGA, particularly on the back of the climate change issue. And, the Standing Chair informed the meeting of the decision of the Ministers to upgrade the engagement of BIMP-EAGA with development partners including the proposed conclusion in 2010 of a cooperation framework agreement with Japan.
